Ikea or Ebay (search "restaurant supply candles" or "bulk pillar candles") have great deals…sometimes you can get lucky at craft stores like JoAnn's or Michael's when they have a sale. Compare prices at Froogle.com.
Joannes, Michaels, and places like Sams club, and Costco!
Try some of the dollar stores in your area. Also Ikea might have them too fairly reasonable.
